Attack - Condor Dive: If T. Hawk is given a move action while occupying hindering or elevated terrain, he can ignore hindering terrain and elevated terrain for movement purposes and may make a close combat attack as a free action after the action resolves if he occupies a clear grounded square.
So does this mean he can be given a move action from the middle of an building (picture 3x3 elevated terrain) and move adjacent to Robin who is currently adjacent to said building and then attack Robin?
Does he need to roll to break away if he started adjacent to an opposing fig?
I'm not sure I get you diagram right, but I will try answering your questions anyway.
If Robin is adjacent to a clear grounded terrain in which T-Hawk can end his move action then yes, T-Hawk can attack him. But beware : he doesn't ignore characters on his movement so he will have to stop in the first square adjacent to Robin he crosses
In other word if this is the situtation :

. R|ETE
. . |EEE
Then T-Hawk can move to one of the 6 squares adjacent to Robin (where he will have to stop) and attack him (Elevated terrain is not adjacent to grounded terrain unless a stair or a ladder is involved, IIRC)
As for your second question, since T-Hawk doesn't ignore other character when moving yes, he will have to roll to break away.

As long as he ends movement in a clear grounded square adjacent to Robin, sure.
