Is elevated ( red lines ) considered blocking in the sense that I can use The Spots special ability ?

Is his ability relegated to walls ( thick black lines ) and actual blocking terrain ( Gold lines ) ?

it specifies the type of terrain needed. If it is not that type of terrain then it does not work.

now i do believe there was an errata to his power though.

 Out of the… Spots? reads: "Once per turn, before The
Spot is given a close combat action, you may place him in
any square within 6 squares and line of fire that‘s also
adjacent to a wall, blocking terrain or is a grounded
square adjacent to elevated terrain."

Normally, if it just says blocking terrain, then elevated terrain does not count. Even though elevated terrain does a lot of similar things to blocking terrain when you are grounded, they are not the same terrain.

In this specific case though, The Spot has received errata that says he may also pop up adjacent to elevated terrain. But this is because his power specifies blocking terrain and elevated terrain.
