- Map of the Multiverse: Starman can use Phasing/Teleport. Opposing characters adjacent to Starman modify their attack value by -1 if he used Phasing/Teleport during you previous turn.

He has perplex on clicks 1,2,4,5 and special power on clicks 1,3,5,6. While he has both of them on the same clicks - 1 and 5...makes me wonder...

can he perplex down twice on opponents attack value? first special power to drop the attack down then perplex down again - can do that?

Yeah as long as you don't violate the rule of three in doing so.

You're better off upping your own Defense so you have the boost against every other opposing figure, not just the one you're basing.

Not necessarily. Maybe Starman is only basing one figure and he is carrying an adjacent friendly figure he also wants to protect.

They are two separate effects

He does not perplex down twice. His SP is not Perplex, it is a power that modifies attack value when he meets the condition. It has none of the prereqs of Perplex (LOF, timing of on, disappearing when target is healed/damaged)
