magneto does not take mystics damage from a pulse wave. Pulse wave ignores all game effects. Last I checked, also Silver Banshee would die before the pushing damage occurs so banshee would die and the magneto player would win.
If you do a push while on your last click and are KOed from the pushing damage, even if you already killed their last clix, the game is a tie as both forces are eliminated by the end of the action.
Or something like that, if I'm wrong... A pumpkin bomb will blow me up, so no worries.
yeah what he said. But if you are referring to other characters using pulse wave, well, no to that also. first you announce that you are using pulse wave. Then you draw lines of fire to all characters within half of that figures range, igoring ALL game effects possessed by those characters. so if magneto is within four squares of say, Silver Banshee, then you do NOT have to half her range value again.

Winner is determined by points, not last person standing. If I make a team consisting of solely of a single Lian harper pog and somehow use it to wipe out 200 points worth of opposing characters in a 300 point game before Lian is KOd, then I win, 200 points to 1.
Edit: OOOOOPs! I'm completely wrong about this. Last player standing DOES win. Wow, I suck this week. : - )
It is possible to tie in a circumstance like you describe above, if both players made teams of the same build total (and thus had the same number of points KOd when both were eliminated on the same turn).
If both players score the same number of points and neither (or both) are eliminated, a roll-off is used to determine the winner. Every game has an official winner and loser.
And as others said, the scenario in the opening post would not actually result in simultaneous ko's either.

you're safe from the pumpkin, the action is completed after the push. your statement is correct.
My Wife and I each made a team to play in a tournament. She was using all White Lanterns and I was using all Black Lanterns. It came down to her vs. me in the finals. We hadn't KO'd each other's entire team by the time time was called and when we added up points we had somehow perfectly tied each other in the game of life and death. The judge told us to roll off and we proceeded to tie in dice rolls three times. We decided that in the game of life vs. death there is no winners. (The prize was going to the same place anyway, so we called it a draw.)

This came up for me at a recent tournament.
My team:
Tomar Re
Barry Allen
Doctor Destiny
Violet Lantern
Total: 298
I managed to get a couple of early shots in on Blazam! with Barry to get him past his Impervious. Tomar and Dr. D finished him up.
I then pinned MM down with Tomar. Dr. D kept him there by OWing the HSS. Barry chipped away at him until he got to that last click with HSS & Regen. I OWed the HSS and hoped for a bad Regen roll. No such luck. He rolled a six. Before I knew it, it was down to Barry and MM.
He kept moving to where I couldn't get him with HSS (stupid HSS and hindering), so I started pushing like mad to get to my special Flurry.
Eventually it got to the point where both Barry and MM were on their last clicks. I had one token, and i was my turn.
I decided to push. I missed the first roll, but I made the second.
The game ended with both of us KO'd.
No figures left on either 298 point team, but I still had my Lantern.
I won 298-293.
It was, in my opinion, one of the best matches I've had.
