No it has to have 0 action tokens.

I have a question about double power actions as well, so will just post it here. If some game effect prevents a character from using a power action (a la Leech), can they still use a double power action?

For example, could Black Adam use his full movement charge power that takes a double power action if within 6 squares of Leech?

I'm not 100% on this since wording is so important in Heroclix and technically a double power action isn't the same as a power action. I'm leaning towards no, you still can't use it, but since double power actions are relatively new, I just want to make sure I'm understanding them correctly.

How many figures have Double Power actions, and of those, how many have Indom/Willpower/Quint/Power Cosmic?

I know Imperex has one with Quint, and Tartarus has one with Indom. Anyone else?

The rulebook page 8 states:
