When I came on board as RA I brought with me a mission to meet the intent of a power/ability and a firm distaste for exploits or loopholes that circumvented the intention of a rule. That's where the Rules team comes in.
I have a question about double power actions as well, so will just post it here. If some game effect prevents a character from using a power action (a la Leech), can they still use a double power action?
For example, could Black Adam use his full movement charge power that takes a double power action if within 6 squares of Leech?
I'm not 100% on this since wording is so important in Heroclix and technically a double power action isn't the same as a power action. I'm leaning towards no, you still can't use it, but since double power actions are relatively new, I just want to make sure I'm understanding them correctly.

The rulebook page 8 states:

A Double Power Action is a special type of Power Action.
So it is a power action and therefore if they cannot perform a power action they cannot perform a double power action.
