Does the Skrull TA now trigger Camouflage?
Skull TA: (Modern Age PG, page 20): SKRULLS
Other than the roll that is required, this team ability works the same as Shape Change.
Camouflage: Prerequisites: Shape Change
Choose a character.
When the character is adjacent to a wall or blocking terrain, any line of fire for a ranged combat attack drawn to the character is blocked.
Related to that, can you Thunderbolt to Skulls to activate/benefit from Camouflage?
THUNDERBOLTS: Once at the begining of the game, choose any one Marvel team ability other than an alternate team ability, a wild card team ability, or a team ability that can't be used by wild cards. Characters using this team ability can use the chosen team ability if they can't already.
A player using this ATA may change their chosen team ability with each new round of a tournament.
The definition of a ―Marvel team ability‖ is a team ability listed at the end of Section 15 of this document.
The first sentence reads "Once at the beginning of the game, choose any one Marvel team ability other than an additional team ability..."

My idea is that someone, say WoS Bullseye or HoT Venom, could be assigned Camouflage and the Thunderbolts ATA, and then choose "Skulls" for the T-Bolt affect. Standing next to a wall would keep them from getting shot at, thus allowing them to advance across the map in relative safety.
I know you used to need to meet the prerequisite to be assigned a Feat, but I would swear that it was now changed to where you can assign something that may not get used.
Am I mistaken on this? And even if I am, can figures with the Skrull TA get use of Camouflage due to the TA?

Yes, Skrull Team Ability allows characters to use Shape Change and therefore qualifies for Camouflage
If you actually go further down the players guide to the 2nd section for Team Abilities it states they can use shape change but only succeeds on a 6.

it should be fine to TBolt to Skrulls and then assign Camo to those figs.
TBolting Venom to skrulls is sooo fun!!

Skrulls is a marvel team ability so you can choose it all you want.

The rules state, in order to meet the prerequisites for a feat you have to possess or be able to use a power.
Camouflage prerequisite is Shape Change.
Thunderbolts allows you to use any Marvel Team ability.
Skrull is a Marvel Team ability.
Skrull team allows you to use Shape Change.
Regardless of what people say on the forums, the rules are pretty clear on you using camouflage the way you want to.

Here are the rules:
Thunderbolts

SKRULLS
This character can use Shape Change, but only
succeeds on a roll of 6. Using Shape Change in this
way does not prevent the character from using Shape
Change through another game effect.
ASSIGNING FEATS
If a feat requires you to choose one or more
characters on your force when assigning the feat,
you must make the choice when building your
force; only the chosen characters will be able to
use the feat during the game. When you assign
a feat to a character, you must also include the
feat’s point value in your force’s point total. Feats
that do not require you to choose characters to be
assigned to your force have their point value added
to your force’s point total.
USING FEATS
To use a feat, the character must possess or be
able to use the game effects, powers, and abilities
specified by the prerequisites of the feat.
1. Thunderbolts let's you pick any Marvel team ability. Skrulls is listed as a Marvel team ability in the PG.
2. Skrulls allows you to use Shape Change.
3. To assign a feat you must choose a character and be able to pay for the feat from the games point total. So you can assign Camouflage to anyone as long as you can pay for it.
4. To use Camouflage the character must he able to use Shape Change.
5. Because the character picked Skrulls for his Thunderbolts ATA, he can use Shape Change and can thus use Camouflage.
