#1 is the way its ruled (Not that I agree with that rule but that is how its ruled...much like if you roll a Crit Miss and lose HSS).

That would be #1. Mystics unavoidable damage happens when they are dealt damage

She will never get to use that second Flurry Attack later in her dial (Unless of course Steal Energy is countered).

I never play her without Chang Tzu and the rest of the Great Ten. Add Brilliant tactician to Chang for the -2 to an opposing characters Defense, and either a +1 to her Attack or Damage = she's probably going to hit

Um...I'm pretty sure that's not how Chang Tzu would work with BT.

Brilliant Tactician is one use of Perplex, so you only get to make the choice of normal or -2 that one time. If you go -2 to the intial target, everyone would have to get the -2.
