The General Rules for Anti-Monitor, Guardian of Fear (a.k.a. SCAM) include:
He is not affected by by Exploit Weakness, Force Blast, Incapacitate, Mind Control, Plasticity, Poison, Possession, Psychic Blast, Shape Change, Steal Energy, Support, or any ability, power, or effect that reproduces those powers or allow their use.
I take this to mean that if Anti-Monitor, Guardian of Fear somehow could make attacks with Steal Energy (via some effect) that he could not heal with it, and not that opposing characters cannot heal by making attacks against the SCAM...but this would not be the first time that there was some hidden meaning in the rules that are not obvious.
This question may be inspired by the only time I played SCAM it faced two teams with assorted "steal energy" Superman figures, and a GSX Nemesis

(I'm pretty sure, like you, I know what it is supposed to mean, but agree that it is a little wonky.)

It's only in the context of thinking about Support (as a way of healing the SCAM) that the Steal Energy bit (in my interpretation) makes any sense. The wonkiness is a wee bit exaggerated now that 'effects' can include things like feats, special objects, special white powers, BFCs and map rules.

There's a difference between "the effects of ____" and "game effects" though.
