I interpret that being within four of the white lantern prevents Nico from being Outwitted; is that correct?Nico SP

Yes you are correct if she uses one of those two powers her SP cannot be countered.

I am under the impression that because that power allows her to use regen or support it can't be outwitted whether she takes that power or not.
They cannot Outwit Regeneration or Support if she picks those powers because she doesn't actually possess Regen or Support, but they could just simply Outwit 'Staff of One' (Assuming she's not within 4 of the White Lantern).

Staff of One only allows the use of the power that was chosen. That is to say, it only allows the use of Regen if you choose Regen. If you choose Impervious, Staff of One does not allow the use of Support or Regen and the White Lantern does nothing for her.
Sarcanis is correct. Furthermore, if you haven't chosen a power yet, then Staff of One isn't allowing you to use any power, so isn't protected by White Lantern either.

Nico can use a power only if she chooses it. If Nico has chosen Support or Regeneration for that turn, then she would gain the White Lantern Object benefit until the beginning of her next turn. If she chose a different power, or no power at all, then she would not gain the benefit.

She needs to choose a power in order to be able to use it.
This is no different than assigning Nico a feat that has a certain power as a prerequisite: she can't actually use said feat until she chooses the appropriate power.
you have to think in terms of Conditions (if) and Consequences (then)
For example, for the White Lantern,

Condition:
a. character within 4 squares
b. can use Support or Regeneration
Consequence:
Can't counter the power or SP that allows it.
Say Nico chose Stealth for her SP:
a. character within 4 squares? Yes
b. character can use Support or Regen? No
The condition is false and therefore there is no consequence.
Hmmm, supposition
Barring Mr. Terrific from DC 75th, no figure can outwit a figure during the turn it can use regeneration or support. So, on any turn where you try to outwit Nico, she CAN'T USE, regeneration or support, even if she chose one as her power. (no figure could use those abilities on an opponents turn) So by the strict definition of "can use" wouldn't the White Lantern effectively be useless?

Not really, you can keep switching between the two powers so that her power does not get countered until you are ready to switch to a power to use.

You can't (normally) give actions to your characters on your opponents turn, but it does not mean that the characters can't use their powers on your opponents turn.
The definition of "use" in HeroClix is not exactly the same as the definition of "use" in the English languague.
