Yes, all his damage would be penetrating, since it does not specify his attacks.

Since we are here, and the power says "to opposing characters that have damaged" and makes no mention of attacks, how does something like Mystics play into this?
he referring to on your turn have a pog roll and hit a mystic, that mystic now damaged one of your figures, so would his SP kick in or not.

I disagree on the Mystics piece. If Mystics does not trigger Bag-Man's trait b/c it does not qualify as "damage" from the fig, then I don't see how it works for Ghost Rider. All those loopholes (force blast into a wall, Incap, etc.) work against Ghost Rider as well as since the damage occurs after the action performed by the character.

FB and Incap are not from the character.
Mystics is from the character.
Bagman does not activate off of Mystics because its not an attack.
KICK ME!: Whenever Bombastic Bag-Man takes damage from an attack, deal the attacker penetrating damage equal to the damage taken by Bombastic Bag-Man. Bombastic Bag-Man can't be healed except by the Fantastic Four team ability.

I still do not think Mystics fits into the equation.
You simply need to look at the two and compare them:
MYSTICS
When a character using the Mystics team ability takes damage from an attack, the attacker is dealt 1 unavoidable damage. This damage is not an attack.

So, was your character Damaged since your last turn? If they hit a Mystic, they sure were. Does Ghost Riders SP say that your character had to be Damaged from an attack? No. It simply had to have taken Damage from an opposing character since your last turn. Therefore his SP activates, and he can deal Penetrating Damage to that Mystic this turn.
