(Special) Relentless, Unstoppable: Doomsday uses Battle Fury and can't be placed by Telekinesis.

(Speed) Steady Course to Metropolis: Doomsday can use Charge. When using Charge, he ignores other characters and terrain for movement purposes except walls and indoor blocking terrain.

(Damage) Final Confrontation: If an opponent controls only one character, you may give Doomsday a power action. Place Doomsday next to that character and make a close combat attack as a free action.

Indoor elevated is neither a wall or indoor blocking terrain so yeah he can ignore it.

Better question is why are you playing or thinking of playing Doomsday at all?

In my opinion, that doomsday is awesome. You just have to pick your battles. Since he ignores so much on his charge its not a problem to smack little figs while bigger ones ping his 18 impervious and only tear off more of his suit for later beatings. I've used him a couple times to great success.
