Can someone please help me understand how this battle field condition work?

We are having to many arguments as to when and how many times you can have earthquake go off.

At the beginning of each player's turn, roll 2d6. If the total of the two dice is 2 or 3, then each character without or is dealt 3 damage. Once this happens, the BFC is removed from the game.
