Yes. "An epic action is a special type of power action..." All the normal rules for power actions apply to epic actions, unless otherwise changed, and nothing changes whether they get tokens, so they do.
Well, for two turns in a row, yes, but on the third turn the guy with that epic action is going to have two tokens and you won't be able to give him the epic action.

I would say it is not a Power Action, but an Epic Action. A Power Action counts towards your available Non-Free Actions per turn. An Epic Action does not count towards your allotted actions per turn.
But only one Epic Action per round can be used. If you have two characters, and they both are capable of Epic Actions, only one can use an Epic Action per your turn/round.
Another difference between a Power Action and an Epic Action is the fact that Epic Actions can only be used in games with build totals between 400 and 1,000 points.

That is awesome. You can use Sauron to freeze the battlefield twice in a row while your other team members get into position to strike. Very cool game mechanic.
Why can it only be used for build totals between 400 and 1,000 points? Maybe it just says that on the insert but I don't have it.
That's why: it's on the rules insert. Epic actions can only be used in Epic battles, which are defined as games from 400-1000 points.
