Do the opposing characters have to attack Starman to get the -1 penalty from Map of the Universe?
No. Say Starman is adjacent to a friendly character and both of them are adjacent to an opposing character. If Starman used Phasing/Teleport, then that opposing character would modify its AV by -1 even if it attacked the other friendly character instead of Starman.
