My friend and I were playing and he had Storm with RCE and I had Doc Samson and a Hand Ninja adjacent to the Storm.
I thought, because I had 2 figs adjacent to her...she couldn't use RCE on them.
Am I off base???

You are thinking of the reversed situation.

A grounded character may make a rancged attackagainst an adjacent hovering opponent, as long as they (the grounded figure) are not adjacent to another opposing grounded figure.

Hovering characters can always make ranged combat attacks against adjacent characters.

A hovering character can always use a ranged combat action when b2b. That includes any ranged powers like RCE.

So, in short, yes she can.

Nope you can use RCE against any 1 character, adjacent or not, as long as the character with RCE flies.

I thought that if a figure it B2B with a flying figure the flying figure can not use RCE, or make a ranged attack at all for that matter, on anyone but the figure that's B2B.

Also, how would outwitting Flight on the RCE character come into play. Does outwit force the flying character into hovering mode, which wouldn't affect RCE, or would they become Grounded, which would affect it.

Outwitting just makes them go into hover mode, so it would not affect RCE.

The only real use of outwitting soaring is to bring them down so your figs can beat on them. Otherwise, they act as if they were hovering.

In the original question both Doc Samson and Hand Ninja were both adjacent so Storm could use RCE on either one.

Outwit only takes away a figs ability to Soar not hover.

Ah, but the real question is, what if the fig you want to blast is standing in the bushes(hindering)?

Say Firelord is b2b with say Electra and she is in a hindering square, can the Flaming Q-tip blast her with the RCE bonus?

Nope cant do that. Cant make any RCE against a Stealth character.

Firelord could not make a ranged attack against a stealthed figure that is in terrain, even if he is b2b. he could only hit her for ihis normal damage value

It depends on WHICH ELEKTRA and what click she is on.

If it is the IC U Elektra on clicks 1-5 no but on click 6 yes.
If it is the IC Rookie Elektra on clicks 1-4 no but 5 yes.
If it is the IC Exp Elektra on clicks 1-5 no but yes on 6.
If it is the IC Vet Elektra on clicks 1-5 no but on 6 yes.
If it is the CT Rookie Elektra on clicks 1-4 no but 5 yes.
If it is the CT Exp Elektra on clicks 1-5 no but 6 yup.
If it is the CT Vet Elektra on 1-5 no 6 yes.
If it is the CT LE Elektra Natchios on 1-2 no but 3-5 yes.
If it is the EX U Elektra on clicks 1&2 nope but 3-8 you but your butt.
