Scenario:
A fig has 2+ lightning bolts and Incapacitate.

This fig wants to hit an enemy for 1 point and Incapacitate the other.

Will this work, or will he have to either damage or Incapaciate them both?

Nope have to Incapacitate both or do 1 damage to both.

If you decide to use the power then you use the power.

No, it's an all or nothing type of thing... either all targets will be Incapacitated or all targets will take the 1 damage.
