Can someone please explain to me this team ability into the fullest detail. A judge is preferred but anyone is welcomed.

Get one enemy Figure. Surround him with 8 of your guys that have MoE ability. Take 1 Action from your stated actions (2 for 200pts, 3 for 300pts etc) Every one of your MoE members can attack the enemy figure with that 1 action. Mark all the figures who attacked with a token.
