Would you mind rolling for Shape Change on Red Skull first? I believe since he is considered "attacked" I get to roll for Shape Change since he is the target of an attack.
EDIT: Wait, disregard that. I am looking into it. Hold up for just a second while I see if that's really how it works.
Okay, never mind. I misread the ruling on that. Since splash damage does not target anyone Shape Change does not apply. I'll go ahead and Mastermind the damage from both Madame Hydra and Red Skull on to Hydra Officer. Hydra Officer takes 3-1(Toughness)=2 clicks of damage. Fixer takes 1 click of damage. Does Hydra Officer get 1 DFD from that then? Or is it 2 because he took damage from 2 characters?
