Watch My Garden Grow: At the end of your turn, you may place a hindering terrain marker in a square within range that's not occupied by an opposing character.
Does this hindering terrain marker count as debris?
If not, what if you placed the marker in a square where blocking terrain was? Note that the power does not specify it can't be placed in blocking terrain, just that it has to be placed in a square not occupied by an opposing character.
The rulebook has this to say about Debris Markers (page 13):
"When a square of blocking terrain is destroyed, place a debris marker in the square; this marker represents the rubble left behind by the destruction of the blocking terrain. A debris token is a type of special terrain marker. A debris token is a hindering terrain marker with the special property that it can be placed on blocking terrain. When placed on blocking terrain that square is hindering terrain instead of blocking terrain. Debris tokens can be placed on terrain other than blocking terrain as well, but those squares are considered hindering terrain in addition to their normal properties."
Hindering is hindering, debris is also hindering, but it is hindering that is made by destroying a wall or square of blocking terrain, or generated by another game effect (I'm looking at you SI Mole Man and Cave Carson).
The hindering generated by Gardner is not debris, any more than the hindering generated by Smoke Cloud would be debris.
Also, even if you could place it onto a square of blocking terrain, a character could not occupy that square.

Why not? Doesn't that cause the blocking terrain square to be hindering now with a "hindering terrain marker" occupying the square? And thus it destroys the square so wouldn't that count as debris?

Because of the rule of occupancy:

Characters using certain powers and abilities may freely travel through other characters and/ or blocking terrain, but if it will end its movement in the same square as another character or blocking terrain, the moving character must end its movement before entering the occupied square

Except you haven't destroyed the terrain, which is what is required to turn blocking terrain into debris. In this case you are simply trying to place a hindering terrain marker on top of blocking terrain, which the Rule of Occupancy prevents.

The only way to generate debris (aside from Cave Carson and Mole Man who specifically say they generate debris tokens in their powers), is to destroy a portion of blocking terrain with an attack for 3 or more damage.
