Okay I have a question regarding the new Keeper Silver Surfer chase figure.
The power reads:
"Keeper can use outwit but only to counter figures with a lower point value. When he does, if he uses it to counter a standard power, as long as this power is countered no opposing character can use this power."
Okay my question is this. If he counters Probability Control can opposing characters use Theme Team probs? Also let's say he counters outwit. Amadeus Cho has a special that allows him to use outwit and Prob. is the outwit part of his power unusable since Keeper outwitted on another character?
I'm basically asking if Keeper counters a power and another character has that power as part of their trait or Special Power is it also outwitted?

No, it is not outwitted. But the other characters cannot use it. So lets say you are going up against Phoenix and Superman (150pts). You outwit Superman's HSS, then Phoenix cannot use HSS. Her HSS is not countered, she just can't use it!
Or for your example, Cho's special power is not outwitted, but he would not be able to use the Outwit part of it.
For the Theme Team Prob Control, I would think that no. The rulebook states "Any character on a themed team can use Probability Control." But Keeper's power says if Prob is outwitted, then noone on that team can use Prob.
The theme team probability is an interesting problem. I would love to hear an official statement from an orange or something.
As a matter of policy, the Oranges do not comment on powers that haven't been officially previewed or released. Trying to make rulings based on English translations of French translations of English powers is simply asking for trouble and for "officially stamped" answers that turn out to be incorrect once the power's actual text is revealed.
I mean... I don't remember ever reading anything on this site that was different from what I saw on the card.
I think there was a fairly big oversight when In-betweener's dial was first posted. That's just a recent example. You can't assume things are accurate until they have been officially previewed or released. That's one of the reasons we don't answer questions about such matters.

It is not where the leaked dials typically come from, but it is where at least the majority of the leaks are from this time around.

It's Real easy... If it says you cannot use the power, then you cannot use it no matter what grants it: Special Power, Trait, Theme Team Bonus, etc...
Take Kid Zoom for example.

He does not allow characters to use Hypersonic Speed. That means anything that grants the use of Hypersonic Speed cannot be used, including Move and Attack ability.
But a character like Bart Allen could use his power:

He can then make one close combat attack as a free action, and then move him up to the remainder of his speed value. This power can't be countered.
Because it never says he is using Hypersonic Speed.
