The section on capture reads in the 03/2012 PG reads...

So how is "with" defined.

Does that mean characters that can "use" plasticity receive the benefit, or must they "possess" the power to be able to use it?

If they can use it, if there are any restrictions on the power would that interfere? So, for instance, if a character is released with an SP stating, "At the beginning of your turn this character can use Phasing as a free action" would that be ignored during the capture since phasing isn't available at that moment?

On the flip side, would a fig like Xavin benefit from a power appearing later in the dial if, in fact, it could turn directly to it to activate?
