No. Either a character will meet all three of those conditions (lower point value, lower attack value, and lower damage value) or it will not. This is a simple 'yes/no' check. If the target character does meet all three conditions (yes), then Herc modifies his attack value by -1. If the target character does not meet all of the conditions (no), then Herc modifies his attack value by +1.
