May I just say that one of my major complaints about the Superman Set was that it lacked this guy. Braniac is one of my favorite superman villians and I love this incarnation of him. In 400 point games pair him with 50 pt Lex Luthor from Smallville set and go to town with outwit and that awesome defensive power, but you had better push him onto click 2.
This dude is a nightmare. My biggest question: his Trait is marked at 350 only, so what happens when he flips in via Battlefield Promotion? The blue line is considered his start line (minus damage taken) for 8 or 9 on the BP Roll, but for 10+ he gets the whole dial. Does he get the Trait in this case? Or is that only if you build him on your team for 350?
@ CHARLIE666 : Yes. And so do penetrating damages from any source (since they don't ignore anything). Still a freakin' monster. And the BP mechanic is awesome ! Play a 300 pt game with the other one, then promote it during play to this 350 pts abomination, and don't forget to laugh madly !

There is no reason to push him off of his top click as the very next one requires you to stop turning the dial when you hit it, so take full advantage of that sightless perplex until you get hit or have to push for some reason as there is no risk of skipping that second click.
It is my understanding that you would automatically stop on his second click, even if taking damage from pen/psy or exploit weakness or anything else, ie Larfreeze special poison attack. The rules state "Damage from the attack is penetrating damage." That simply means that it ignores the opposing characters defensive power. So it ignores his mastermind and deals whatever amount of damage that the attack caused. However, as soon as Brainiac's second click is revealed you stop turning the dial. "When turning the dial, if this click is revealed due to damage taken from an opponent's attack, stop turning the dial. This power cannot be countered or ignored." The important part is "cannot be countered or ignored". It can't be outwitted and you can't choose to keep turning the dial. It doesn't say stop turning the dial unless the attack is dealing penetrating damage. So unless I am missing something you have nothing to fear about getting knocked past his awesome 2nd click.
@dkolander: Penetrating damage does not ignore defenses. It only deals damage that cannot be reduced. Therefore powers such as Toughness, Invulnerability, Impervious, and even Superman Prime's special power "Invincible" are unable to reduce the damage. Mastermind could still be used to transfer the damage, although the damage would still be penetrating to whatever character it is transferred to. Brainiac still has no worries about going past his special defense clicks for the same reasons you described.
Rocket: The top click is almost ignore able, seriously. Let him get his for any amount of damage and you stop at his next click anyway. In fact it's almost best to use the top click as a distraction. And if you want a cheaper Brainiac didn't you see the amazing 160pt version in the same set? Seriously.
As for banning? What? He's insanely expensive. We are just now seeing figures in heroclix worth 200+ pts. This guy is a good example of someone getting the proper "it takes a team to beat" Villain treatment. I love it thematically. However, in my opinion, he probably isn't going to be over-powered by his steep point cost alone.

I completely forgot about mastermind transferring the damage to another character if you chose to do so. Why you would want to in this case I don't know, but you could. Also correct on the fact that penetrating damage does not "ignore" defensive powers, but that it is "damage dealt that can't be reduced."
Nevermind anyway : you stop turning his dial each time the pwer is revealed, so unless he's on his last ubber-impervious clic, he doesn't really care about penetrating damage either...
