I'd guess that's a typo, and quotation marks in qualifying names, when used properly, will be used for middle names or nicknames. Kind of like, uh... Dwayne "The Rock" Johnson. That way it could theoretically split into figures with the real names Dwayne Johnson or Dwanye "The Rock" Johnson.

It's for stuff like where they list the following:

James Buchanan Barnes

vs.

James Buchanan "Bucky" Barnes.

Ignore the "Bucky" nickname in the second instance. His real name is James Buchanan Barnes.

And to answer this bit, no, it does not mean you can use any character. It just means that the name Rogue on the dial is the only way to meet this particular criteria. The absence of a real name does not indicate that no real name will meet the requirement... no more than making a team full of characters with no keywords would be considered a themed team. Or that a character with no TA has a 'blank' TA.
