How does the first clause modify the second here? Is it modifying "you may" or "give a character"? In other words, is it once per turn, or once per character per turn?

I read it as once per turn you may do this: "choose a character to give a power action to use Perplex". So once per turn, not once per character per turn.

That's how I think it should be read also, but I thought I'd ask.

Having looked it up, it is once per turn per player, not per figure.
