If a character is assigned the IG with the Reality Gem and can already use probability control, can they use probability control twice?

Reality Gem: Character can use Probability Control, but only during character's turn.

Since pc is not a free action I would think that they would be able to, however I seem to recall a rule where characters can't use the same power twice.

PC is a free action, and no, you can't. Having a power twice doesn't mean you can use it twice.

From the Player's Guide:

Actually PC is not an action of any kind.
