#5 Thor from Marvel 10th Anniversary has the following trait when played at 200 points:

If you are playing #16 Thor and promote to #5 Thor, will Thor be able to use willpower? I can honestly see the justification behind either answer:
Yes: #16 Thor's promotion trait does not specify a starting line, so he is promoted to the figure using the green starting line. That's the 200 point Thor, who has the trait.
No: #5 Thor's trait specifically says 200 pt on the card, and you did not pay 200 points to use him, so no matter what click or starting line he comes in on, he cannot use Willpower through that trait.
Yes, full all intent and purposes he will be the 200 point version. If your opponent KO'd him they will get 200 points.

If we promote someone who's on their say second to last click, and they were to promote to the same click number, could they be healed to top dial via a medic or whatvever, or is the click they promoted to considered top dial.
Unless the Battlefield Promotion says to turn the dial to a specific Starring Line, then you would use the figure as if it is the full dial.
