Hey there,
Quick question that'll come up for a few figures. How does this wording work with new Energy Explosion?

The crux of this question is, given the specific phrasing of "printed on this character's base", does that override the special powers granting multiple targets or is the modification of EE in the special power enough to override the PAC description of EE?
So when Imperiex makes a ranged combat action, can he target three characters? If he targets those three characters and hits them, do characters adjacent to them potentially take 1 splash damage or 3?

I'm hoping for the latter.
each printed on this character’s base. Only printed bolts matter no matter how many you can use. So imperiex has 1 bolt EE despite his power. He can, however, target 3 figures with EE since he himself can use 3 bolts. But for determining damage, just 1 each.

Nope. Imperiex deals 1 damage to adjacent characters since the wording of EE says "printed range". But he still does his damage to the main targets, and with 5 damage, that isn't so bad, and the EE helps clear out/whittle down swarms (which is one of his banes).
Considering he does 5 damage, and can still triple target as a giant regardless of only dealing 1 damage to each adjacent, it is still a pretty significant boost to his damage output while using EE.
RUSH OF POWER: Dr. Doom can use either Energy Explosion or Incapacitate as if he had 3 lightning bolts.
EE is now activated on doing damage, Since it’s no longer an ability to use giving an action and it’s a "When you do dmg" You can't use 3 lightning bolts when Using EE, because you aren't ever using it...it just occurs when you make a ranged combat action. If that makes sense.
Or on the flip side, which would be an interesting side effect. It would then just give your character 3 lightning bolts for all your attacks because you have EE so there for you get 3 lightning bolts.

It has been ruled to be the latter. Energy explosion is "used" on every attack it qualifies for whether or not you opt for the splash damage. So if you take a regular ranged combat action I think you would be able to use 3 bolts while only getting 1 bolts worth of damage if you opt for splash.
So if he then had say, MC on his speed, he would be able to use a 3 target MC because his SP gives him 3 bolts.
Yea, I'm not sure about that one. I think the ranged combat action given would have to be one that deals damage to passively "use" EE and therefore have 3 bolts. So Incap would work because his SP says it does, but MC wouldn't I don't think.
I suspect this will require a good bit of errata or clarifications in the Players Guide. I'll be interested to see what comes out of all of these questions.
In terms of EE, it uses printed so special powers are never taken into account.
EE is "used" on all ranged combat actions, so says NV in the post I linked. It is debatable whether or not the actions have to qualify for EE, I'm assuming they do, ie be a damaging attack. So if I do a 0 splash attack with Doom I can still use 3 bolts because I'm still "using" EE. I think MC is different since it is non-damaging and therefore would not be able to benefit from the 3 bolts.

Barring some funky, special version of MC that does deal damage as an attack, no, EE and MC can't be used together.

I think figures like this Doom will receive some sort of errata as their current special power does not mesh with the new EE wording. Played as is, I don't think Rush of Power does anything for the new EE.
They groaned, they stirred, they all uprose, Nor spake, nor moved their eyes; It had been strange, even in a dream, To have seen those dead men rise.
EE is considered to be "used" on any attack it qualifies for, just like BCF. So any time Doom decides to take a ranged combat action that does damage, he can do so with those 3 bolts since he is "using" EE.
