Give this character a Ranged Combat Action even if it is adjacent to an opposing character; the area of effect for this attack is half the character's range. Draw lines of fire to all other characters within the area of effect, including at least one opposing character; these lines of fire ignore all game effects except for walls, blocking and elevated terrain. Game effects possessed or used by characters with a lino of fire drawn to them are ignored until the action has been resolved. If a line of fire is drawn to more than 1 character, this characters damage value becomes 1 and is locked. Each character hit is dealt damage.
Given the wording of 2013 Pulse Wave saying "half of the characters range" and not the range value is halved like it used to be, if something is modifying a characters range would you no longer Replace than Modify to determine the Area of Effect of a Pulse Wave?
Example
SuperGuy has 6 range and is on a +2 from the Utility Belt, would the Area of effect from the Pulse Wave be 5 or 4?
Bloodreaver is correct, it is still a replacement of half.

In that case you aren't replacing Lex's move value. You are setting a condition on whether or not he can use the free attack. Pulse Wave is a non-optional reduction of half the character's range value.
Post #4 from Normalview kinda sets up a difference between something using Half or Halved.
Lex Luthor is a different animal because he is not replacing any value, he can use his full movement.
REPLACEMENT VALUES Some game effects substitute one combat value for another. These substitute values are called replacement values. When one value becomes or is used instead of the value printed on the dial, it is a replacement value. Replacement values apply to a character for as long as that character meets the replacement’s requirements. When a character’s combat value is reduced by half or doubled, those are also replacement values. Replacement values set combat values to specific numbers, doubles, or halves; they never solely involve adding or subtracting. A replacement value becomes the character’s unmodified combat value

Just a quick question, The new pulse wave still ignores the +1 bonus from hindering, correct?
The new pulse wave ignores all game effects except the ones specified in the power when drawing LoF so those lines of fire would ignore hindering and the bonus it imparted. So yes, it ignores the +1 bonus from hindering and stealth as it currently does, and will also ignore powers which block LoF from being drawn.
