No, they would have to target the adjacent character. It allows you to ranged combat adjacent characters, but it would need to specifically state that you can target non-adjacent characters while adjacent.

Yes. Those are not attacks, so they do not follow the attack rules.

Because the rules say they can't.

They ignore opposing characters only for drawing a line of fire. The rule preventing you from making a ranged combat attack while adjacent to an opposing character does not have anything to do with line of fire.

Ok while we are on the topic can I ask a question that came up in a game at my house last week?

Character A is my character with sharp shooter and RCE
Character 1 is enemy 1
Character 2 is enemy 2
X is a square of blocking terrain

A1
X2

Could my character A use RCE on enemy 2?

This was a very drawn out debate and I would love to know what the real answer is.

Yes. In your example the LOF would not be blocked from A to 2.
