Sorry if this is abundantly obvious to everyone except me, but everyone is saying that the JLTB at 300 points, fully loaded can pass on the first turn (to gain first round immunity) and then somehow make it across the map and demolish a team with "6 attacks" and "36 clicks of damage" etc.
My question is how? Nothing on the team base or card seems to indicate multiple attacks or even multiple actions. What are the general rules for team bases?

I think you're mixing up a bunch of different posts.
At 300 points, the JLATB will get 3 actions when using working together. Assuming the opponent does not move from their starting area, they will probably only get 2 attacks out of their 3 actions.
The 6 attacks only happens if they're being played at 600 points.
