Outsmarted: When a power possessed by the Riddler or an adjacent friendly character would be countered by an opposing character's power or ability, you and the opposing character's controller each roll 2d6. If your result is more, the power is not countered instead. I'm Smarter Than You: The Riddler can use probability control only on your opponent's turn Riddle Me This: The Riddler can use Incapacitate as if he had a range of 6. If he hits choose a number from 1 to 6 and roll 2d6. If the chosen number comes up on both die, give the target 2 action tokens if it has zero action tokens. Prince of conundrums : The Riddler can use Outwit and Perplex. The Riddler uses perplex on an opposing character he can modify a combat value by -2 (other than damage).
Riddle Me This: The Riddler can use Incapacitate as if he had a range of 6. If he hits choose a number from 1 to 6 and roll 2d6. If the chosen number comes up on either die, Incapacitate resolves normally; if the chosen number comes up on both die, give the target 2 action tokens if it has zero action tokens.
I like this riddler, except for the Riddle Me This power. Even if you hit, this power would only be successful 11/36 times, and give a double token 1/36 times. The original power (from AA Riddler) worked normally unless you used it as a free action. I would modify the wording to either make it succeed more than 1/3 of the time or make it some conditional free action. Something to mitigate the low probability of success, otherwise it is hardly worth taking an action to use it. Alternatively, you could just reduce the cost of the SP to almost nothing. Say make his points in the 60s or 70s.
Here is a suggestion on a simple solution:
