So if a dude with 0 range gets perplexed up like 8 times or something, do the perplexers fashion a bow and arrow from nothing and hand it to him? How does this make sense. The guy has no range ability.

I'll accept your word, but it still seems that adding range to a guy who doesn't have range is not very subtle and I can't imagine how you can add range to a guy by being misleading or unpredictable. Maybe omnipotent.
But isn't "one range" technically still the square right next to the character? The way range is counted, "one" would still be right next to him. We aren't supposed to count squares "Zero, one, two, three....." .
The one case where it can be effective is if you have a figure like thing at the base of a building. Perplex his range up to 1 and he can attack someone that is evelated on that building.
I actually had this done to me the other day. I was hiding on hindering, blocking terrain with Doc Samson and Green Goblin. My opponent did not have Leap/Climb and could not attack either one of those guys because they could not get adjacency. Beast perplexed up his range to one and smacked Goblin a good one. That was game for me.
I thought I was safe, but when my opponent (who was a young 'un) did that I burst out and said "Good show!" That was an excellent maneuver on his part.
docx---when you say you were on hindering blocking terrain, are you referring to the AC units? Because those are not in and of themselves hindering terrin.
And my favorite Perplex example involves Harley Quinn and a boxing-glove-gun.

Please ignore the "flavour" text of the powers. It's often perplexing itself, and sometimes downright wrong (up to 4 squares of Barrier, for example).
