well if you had a range of 1 then an opponents Energy Shield/Deflection could kick in to raise its defense if you declared you were shooting him with a ranged combat attck. Range of 0 = close combat (unless of course you have Super Strength and are throwing an object).
Also Range 0 perplexs once to range 1 and twice to range 2 where as range 1 perplexes once to range 2 and twice to range 3.

With range 0 you can't do a range attack, with range 1 you can. Usually this doesn't make any difference, except in few cases :
1# if you want to shoot a figure which is in a different elevation or which is soaring.
2# if you want to shoot a flier with a grounded character (or the opposite) in B2B.
3# if you prefer (in case 2 above) to use some range powers like RCE or psychic-blast (there's actually no figure with a so low range and these powers, but in some scenarios characters can obtain new powers that they don't have in their stats). Sometimes, with a range attack on a B2B opponent figure you gain some advantages (instead of a close combat attack) : use of Shield ability, use of Hydra ability, use of Enhancement.
# it makes a difference when you increase the range of your figure with the use of perplex.

also, if a 0 range character is one square away from a wall, and would have to move b4 smasking it down, perplex range up to 1 and smash away (provided you have 3 or more damage)
I was wondering about attacking a soaring figure, and how 1 would work, since you'd halve the distance, but since you round up, half of 1 is 1!
This is a good thing to keep in mind for grounded figures trying to attacka soaring figure that is otherwise inaccessable.
But for the elevated issue, just today I was on the roof with a grounded 0 range figure and wanted to take out a doombot. That was adjacent but on a different elevation. Rather than try and get him to a flier, or go up the stairs, I perplexed his range up to 1 and attacked (and KOed) the doombot. It was pretty cool.
