Does a character need to move to use Charge? Some characters have powers that activate when they use Charge, but if they are already adjacent to a character, can they activate Charge and make the attack without moving? Or do they need to attempt a breakaway roll and move before making the attack?
Charge reads:
Give this character a power action; halve its speed value for the action. Move this character up to its speed value and then it may be given a close combat action as a free action. This character ignores knock back.
My initial guess is that the character does not need to move because of the words "up to". To me this implies the only restriction for this action before making the close combat attack is that the character can't be moved more than its speed value. Anybody know if this is correct?
I'm not entirely sure honestly. I've always assumed that Charge needed a move to activate the free action attack.. otherwise it was just a close combat attack.
Charge requires a movement even if only 0, and breakaway would need to be rolled if applicable. If breakaway fails the action ends immediately, you get your action token so no attack action will be made.
If you are attacking an adjacent character you would not need to move to do so and don't need to use charge to be given a close combat action. You can use a close combat action as your action for the turn.
0 in heroclix means that whatever you did for 0.. didn't happen.
What? either I am misunderstanding you or you are mistaken. You can charge for 0., and it will count as a charge. There is no point I can think of for this but it can exist. If a special power said;
Give this character a power action to use charge and if you do they can also use exploit weakness.
If the character using charge wanted to do penetrating damage with the attack they would need to use the charge to do it. If the charger is adjacent to their target they would either need to roll breakaway or be able to ignore characters for movement. Even if they don't move a square as long as they ignore or breakaway they can use charge for 0 movement just to gain the penetrating.

Here you are 100% wrong. You can move 0 and still be treated as moving for game purposes. A good example is being adjacent to an enemy standing on an object. You could declare Charge, break away, grab the object and then wallop them without actually moving from your square
If you are adjacent and do not have some way to ignore characters when breaking away * you have to roll for break away. If you fail, the action resolves immediately (i.e. no move and no close combat action)
* By this I mean one that is compatible with Charge. i.e. the Improved Movement - characters ability or some trait or ability that allows it
