Okay, I've tried searching and found nothing: Does Electro Blast allow Energy Explosion to increase "splash damage" by +1 when used with EE since it adds an additional ?
Energy Explosion:

ENERGY EXPLOSION
When this character is given a ranged combat action and deals damage, an area of effect may include all untargeted characters that are adjacent to one or more hit targets. Hit targets are dealt damage normally, other hit characters are dealt 1 damage for each printed on this character’s base.
Electro Blast:

Relic: 4-6.
When making a ranged combat attack, this character modifies its damage and range values by +1 and has an additional "target".
From the 2013 rulebook Glossary, (which apparently is or is not an official rules source???)

Possesses: To directly have a power, ability, or effect printed on a card or dial - not simply used via another power, ability, or effect.
So since the Electro Blast ring says that a character "Has" an additional , that is the same thing as "possesses", which, according to the glossary, is or is not as good as it being printed on the dial>? This is the confusing part. The wording on EE specifically says "printed". Since BM 29r Batgirl has been ruled that "possessing" the JLA TA and having the JLA TA symbol printed on her dial are not the same thing, is it safe to assume that "possessing an additional " and having an additional symbol printed on the dial are not the same? Or are they? Can I get some kind of ruling here?
It's not the same as checking printed. Printed is what's pritned on the dial until they have an effect the specifically references changing the amount of printed markers on the dial.
