Phoenix Force Resource (Again)

Okay here is my question relevant text quoted at bottom. Can Longshot turn the dial every time he hits with an attack (assuming he has a fragment of course)? I'm thinking no but I'm a little fuzzy if crit hit <=> two sixes. Thanks in advanced,

no because a critical hit is not a roll of doubles. The normal way is through Double 6's yet it's not the only way.
