I know this should be very simple, but my search-fu seems to be lacking.

How does Incapacitate work on a character with multiple s?

If I hit both targets, can I give both a token? If I hit both, do I choose 1 to get the token?

Sorry for such a simple question, I just don't use Incap very often.

It's funny because this topic just came up in another thread about Absorbing Man. Even though Incapacitate says "...give the target an action token..." (emphasis added) this line in actuality applies to all targets.
