I know that Feats can't be used as Pre-requisites for other Feats, but what about ATAs? I'm specifically thinking of using "The Mob" as a prerequisite for "Contingency Plan":

When the character loses Leadership or Mastermind, remove all contingency tokens from this card.

As long as they somehow have the prerequisite when they use the feat, I don't think the source matters. With prerequisites obtained by other feats being the exception. Although its been so long since I've used feats, I'm not 100% sure.
Feats no longer require you possess the power to be assigned or used. Special powers wouldn't have met feat requirements. It no longer matters how you can use the requisite power or ability so long as you don't have restrictions on the ability to prevent it from getting used when you want to activate the feat.
