when applying a ATA, for example we will use Villains for Hire (which costs 6 points). when playing the Team Base, do i apply the points for the ATA to only the Team Base as a whole, or is it 6 points per character on the Team Base?
Only the team base. The figures that come off for solo adventure wouldn't be able to use the ATA because they didn't pay the points for it. However, if they were a Wild Card they would be able to Wild Card the ATA.

thank you everyone, i figured as much...i just needed some ooomph behind it so when i start playing these things i know as much as i can. is there is a link someone could provide with a comprehensive low down on the Team Bases? i have heard there is a lot of rule changes that are either in effect or about to be in effect

I belive the Rules changes you think of are the ones from the Watch list which are discussed here. However the changes aren't really official until the next player's guide is released(I think!). But that watch list document do suggest that venues should allready start using them even if the wordings aren't finalized. So if you are going to play team bases at a venue check with the local judge if they are using the new rules or not.

FORCE CONSTRUCTION When you add a team to your force, you must pay the cost of the team. For each team member that begins the game attached to the team, increase the point value of the team by 5 points. A team must have a minimum of 3 characters (15 points) attached at any given time unless a game effect says otherwise. Each team member attached to the team must have an asset ability listed on its character card whose icon matches the icon of the asset ability listed on the team’s character card. Team members must be distinct characters with distinct entries on the Asset Dial. Team members begin the game attached to the team while their SwitchClix bases may be included in your sideline. Teams and team members can’t be assigned resources, can’t roll to pick up a relic, and can’t become a pilot of a vehicle unless a game effect specifies otherwise.

Paying points doesn't matter. What matters is which characters are actually on the team when you construct your force.
The switchclix bases are on your sideline; that's not part of your force. Those bases are what matters... all the sculpts on the team dial do is tell you what the final cost of the team dial is supposed to be and which asset abilities are available.
This is no different than with other sideline characters. Let's say you are building a team with a bunch of Intelligencia characters (The Leader, Red Hulk, MODOK, etc), but you decide that you want to use the FI 020 Red She-Hulk on your force (she has The Mighty keyword, not Intelligencia) for some extra oomph. If you use the Intelligencia ATA, you'd assign it to all the other characters, but not Red She-Hulk. And let's say you include FI 006 Red She-Hulk on your sideline, just in case. Even though that Red She-Hulk does have the right keyword, she isn't assigned the ATA since she's not yet part of your force.
Then, during the game, you decide you do want to use Mighty Revert after Red She-Hulk has taken some lumps... so you bring in the 006 version. Even though she is now part of your force, there is no ATA for this character since it wasn't assigned it when you built your force.

They aren't considered multiple characters for force construction thought. Here's how it works.
1. Create Force with JL Team base with all characters on it for 300 points.
2. Assign JL ATA for 1 pt because you only have 1 character on your force.
3. Total force value is 301 pts.
Characters that are solo adventured off the team base do not get the ATA because they were not present during force construction and did not pay for the ATA.
