So I'm currently working on a Koranak/Flagship build and I keep flip-flopping on the two upgrades. While I like the maneuvering flexibility I can get from the Cloak due to Sensor Echo, I still keep coming back to the fact that the Tetryon Emmissions let me still soak up damage with my Shields to keep those ugly crits from coming my way.
With Gul Dukat manning the FS Koranak, I get a free Scan and a free Evasive Maneuver/Battle Station as needed. The Dominion FS adds an additional evade die, hull & shield.
The ship's action can be used to activate/re-enable the Tech upgrade I choose.

For Dukat you say.....hmmmmmmm.
I'm partial to Tetryon Emissions (especially if the Dominion get something that functions as the EMH does!)....and not a huge cloak fan (I see the value and I like it.....but it's not a must have or a must use every time.......especially when it comes from an upgrade)
I guess it would come down to how rest of your fleet looks and how many Target Lock dependent secondary weapons you see in your local games.
For just prefernces I'd go with Tetryon Emissions thought.
But both are even better on Gul Evek (who I've started to nickname Gul Evade)

Either way you are making it harder for your opponent to hit you. gaining an extra 3 defense dice is excellent especially when you still have shields to back you up.
Cloak makes it so they can't target lock on you at all, as well as the sensor echo you have mentioned. It gives you 4 more dice but no shields.
Obviously if you "overlap" doesn't matter what you have your actions are out the window.
I'm going to try more of the Emissions this weekend if I go dominion instead of the cloaking device.
Mean mean mean.. best of both worlds, use the Koranak, two tech upgrades, cloak first turn, once you get in range for battle start using the Emissions
That's what I did in my last OP as well. I've said in the Dominion strategy thread that the Cloak is not solely there to keep you from getting hit, but also, to help the behemoth come about faster, or at least give it some longevity because there will be ships tailing it. Also, with this set-up, you could forgo the Kraxon because the Koranak should be hard to hit on the first pass and will have cloak when it is trying to shake opposing ships. This opens up the build for 2 of the patrol ships. Either have Anti-Proton or Phased Polaron on each ship. They can keep up with any opposing ships that might be tailing the Koranak, and either one will get +1 attack die from Anti Proton or the other will be finishing off the weakened hull with Phased Polaron. Also worth noting, I didin't take Dorsal Weapons Array on the Koranak because I want to keep the cloak and a 3 dice attack just doesn't seem worthwhile.
Also, I'd take the Independent FS that gives Sensors. Gul Dukat already gives free action Evade, if you want it. And the Tetryon Emissions give you one if you don't already have it as well and its not an action. I don't see getting too much mileage out of any FS ability that requires friendlies to be at range 1 though, but if you can the Patrol ships are now 4 attack dice fighters.
