so, if two characters each have a hammer and merge, does the replacement get +2 attack from each hammer? Would that modifier max out at +3 because of Rule of Three?
I guess it is the same answer as if a character is assigned a second hammer? I'm a little unclear.
Remember, a character can not be equipped with 2 hammers until at least 4 hammers have been equipped.
Rule of 3 works with all modifiers combined, it does not matter what the source of the modifier is.

Then the controling player would decide which hammer is kept?
There is no way to remove 'equipped' hammers. If you only have the 2 characters with hammers, they would not be allowed to merge until 2 other hammers have been 'equipped'.

Huh? I've never heard that before. Is that written anywhere or is this the first time this ruling has been given? I know that you cannot equip more than one hammer until four hammers have been equipped, but this is the first time I've heard of a game condition preventing characters from being able to use the Merge ability.
Can you please elaborate on this just so I fully understand it?

From the Book of the Skull:
Unless specified otherwise, a character may only be equipped with one Hammer.
It does not specify how they are becoming "equipped" with more then one hammer, only that they can't. So, using Merge ability to have a character with more then one hammer is no different then dropping a second hammer in a character's square, and them using an action to "equip" it. The action is illegal.

As far as I know it has always been ruled this way. The reason for that is that the BoS actually forbids a character from having two hammers equipped. Not just the action of equipping the second hammer. Therefore a mergebetween two characters equipped with a hammer would create an illegal situation (a character equiped with two hammers) the merge cannot be done.
