We may or may not use AOs, and WE PLAY FACTION PURE. (Thought I'd get that out of the way!)
Between OWPs (yes, I know we can shoot them) and the Klingon Flagship card, I'm having a hard time seeing something other than this (or similar) winning:
With the Flagship, Martok gets 6 attack, Cloak, and hits on Battlestations EVERY ROUND.
Gowron gives Martok and the K'Tinga +1 attack every turn (Martok now has 7 and hits on Battlestations), and Kronos and K'Tinga convert one blank into a hit every Attack.
So: Martok and Gowron will be Cloaked every round (due to Flagship and Martok's action), Martok has 7 Attack that hits on Battlestations, and Gowron and Generic throw 9 dice and convert 2 blanks to hits.
That's not even optimal build, just the 3 Klinks I own.
I've got my Romulan fleet ready to go. Flagshipped Valdore is rolling 7 defense dice, plus free sensor echo and Romulan pilot to help get out of arc. If a couple hits sneak past, Counter Attack will give me two 6-8 dice attacks back.
The Klingons might fear a well-flown Federation mine-laying build, though. I've seen a nasty one that scoots behind you with Transwarp and then drops some anti-matter.
I can see an Sutherland/Picard/Scotty/Transwarp/whatever else fleet giving you reason to fear. If it can close to 1 range, then it can Scotty for +2 attack, +1 from being in range 1 and free action with Picard. That's 7 dice, 8 if its a Flagship (plus free Battle Stations) against your 5 defense. I can throw on Geordi and use Picard to Scan to give you -1 defense and I can force a re-roll of one of your dice. Throw Kirk on the Excelsior with Dimitri Valtane/Feint/Janice Rand/Spock and he follows up with a 3 dice attack, with 2 dice re-roll, against your 2 defense dice. If you want, add Attack Pattern Omega on either ship in case you don't destroy your target. Both fire at you first. Yeah, its a one trick pony, but if that trick does what its supposed to do in the first exchange, then it will be the 2 K'Tinga's against my 2 ships (minus what your attacks do).
Hero_Guy: You don't want Spock and Valtane on the same ship. Their powers don't work together.
Drop Geordi for Valtane, put Spock on another ship.
Also: Data/Sutherland just wastes YOUR Actions.
Negvar and Kronos One Cloak for free every turn. Data doesn't phase them in the slightest. (It does waste points and Actions for your Fleet, though. Data's trick costs at least 25 points to pull off. When ships are re-Cloaking for free, that's a quarter of your build accomplishing absolutely nothing.)

Yeah..I was just doing a quick brainstorm and there's always a few card at the forefront that I tend to use when playing Feds.
I'm guessing you are just talking in general regarding Data/Sutherland and not directed at my build? I used Kirk and Picard as those are the only two Fed captains who are guaranteed not to be blown up before they get to attack. In any case, I'd say that the build stands a fairly good chance against the Klingon build in your first post. Now I just have to figure out a Dominion faction pure build that has a chance.
I was running late and wished I had used Strike Force instead - but whatever...
The team did well overall. The Valdore was played aggressively. The Romulan Pilot was great at getting her way out and getting that green maneuver for the +1 attack die and reducing the evasion by one. Varel stymied Picard in round 1, Martok in round 2 and some mixed 6 attack die in round 3.
The Aj'Rmr worked well and only was destroyed in the final game - by someone playing mixed factions with 5 sets of cloaked mines. She got off a few good strikes with the number of rerolls - back to back attacks in the final round for 5 hits. I would have one but those mines had ravaged her hull.
Went 1-2 on the night, one wiping out a Klingon force, losing to time in a Federation/Dominion mix and losing to 1 mine just as I was about to finish off the Federation Faction / Dominion ships / Romulan tech team / Dominion and Federation crew whatever fleet.
The turrets were helpful, though.
Visible Dials and Pushing Damage need to be optional. This is the way.
