Is multi attack still reduced by one damage? Can it be used to activate multi attack again? The new PG omitted quite a bit and now it's confusing.
Th best way to find out how it works is to read the ability and associated text:

Multiattack
Give this character a power action. It can be given any two actions as free actions. This ability cannot be countered.
Quote
A character may not activate the same game effect
twice in one turn with free actions, unless the game effect indicates otherwise.

The Capture ability may not be used via the free action granted by Multiattack.
Pretty straightforward.
Quote
Any game effect that grants the character a free action can not use that free action to initiate the action that granted the free action in the first place, unless it specifies otherwise. (For example, the power action of Multiattack can’t be used to give the character a power action for another Multiattack).
This one explains itself, Multiattack can't trigger another iteration of Multiattack.

Damage Depletion Modifier
Each time an attack resolves, modify the attacker's damage value by - 1 (minimum 1) until the end of the turn.
A new change to the ability. The first attack won't inherently have -1 to damage, but a second attack would if both actions of a Multiattack were to take combat actions or power/move actions that included attacks. There are now times where even the first attack in a Multiattack has -3 to damage because of earlier attacks you made in the turn.
