FIRST-ROUND IMMUNITY
During the first round of the game, characters that have not been given an action, placed, or moved can’t be targeted by opposing characters, knocked back, attacked, or damaged, unless a game effect that does so specifically states that it occurs at the beginning of the game.
MARINE MARAUDER: At the beginning of the game, you may place Black Manta in any water terrain within 8 squares. When Black Manta occupies water terrain, modify his speed and defense values by +2.

Manta should be safe, provided that you don't move/place him again.

When placing characters at the beginning of the game characters that can use Phasing/Teleport, Smoke Cloud, or Stealth on their starting positions can be placed into hindering terrain up to half their unmodified speed values away from their starting areas.
Characters that can use the Swim ability on their starting positions can be placed in water terrain up to half their unmodified values away from their starting areas.
Seeing as how "Marine Marauder" doesn't specify "within 8 squares of his starting area" can he be placed with Inflitration and then placed again with "Marine Marauder"?

You choose to resolve Infiltration, first, then Marine Maurader. As worded, this could work, giving him a 12 square lead and FTI.
Of course, it's implied that Manta begins the game in his starting area (as opposed to anywhere else); the copy needs to be errata'd for specificity.
