On page 10, the fifth sentence under "Dealing Damage" reads: "If a character could use multiple game effects that would reduce or ignore damage dealt, only one of its game effect can activate, to be decided by the character’s controlling player."
You can only use one, your choice.
EDIT: I'll have to get back to you on the Bishop power. I need to see if there are any mentions of this with the old WoS Deadpool.

ENERGY ABSORPTION: When Bishop would take damage from an opponent's ranged combat attack, roll a d6 instead: if the result is 1-3, he takes 1 damage. If it is 4-5, he heals 1 damage, if it is 6, he heals 2 damage.
OK. I'm thinking this is how it works with "take damage".

Determine Damage Value
Deal Damage to the Click, including effects that modify Damage Dealt.
Apply Reducers/Ignorers to Damage Dealt.
The click Takes Damage, turning the dial.
Bishop should determine how much Damage is Dealt to him, apply a Reducer/Ignorer, then roll for his Absorption if it was a Ranged Attack.
Bear in mind, I only read the Rulebook and Player's Guide on this, so I may have missed something relevant, but that looks like a logical sequence of events.

That is not correct.
Toughness reduces damage dealt. Bishop's power references damage taken, which is what happens after reducers. So if he is not taking any damage because his reducers got rid of it, his own power will not activate at all.

Quoted for truth. If you could stack it with Toughness the power would instead say "is dealt 1 damage."
