Okie... here's my question. It seems that the only character that has mind control and multiple ranged attacks is the Unique Elektra from Xplosion. Can she, if the targets are in range, potentially mind control two subjects at the same time?

If that's the case, could perplex then be used to add an additional "lightning bolt" to say, Mandarin and the same thing be done?

Perplex can never add to the number of multiple attacks - actually nothing can. If it's one, it's always one.

And yes Elektra can MC two opponents.
