Can you make a ranged attack against an adjacent friendly?

I have Mole Man, who is standing next to Solomon Grundy and two Science Police Officers. All are adjacent to each other. All are friendly to one another. Can I make a ranged Mind Control attack against Grundy to gain the benefit of the PD team ability even though Grundy is adjacent? I believe by my reading the answer is yes, but it really doesn't "feel" right.

The only figures that can make a ranged combat attack upon adjacent figures are those with Sharpshooter or Improved Targeting allowing for it specifically.
Mole Man does not have any of these abilities, so if he is attacking an adjacent Solomon Grundy, PD will not come into effect as he can only make a close combat attack.

The thing that's tripping me up is that it specifies "non-adjacent opposing" instead of just "non-adjacent". The rule I quoted at the start of my post uses similar language - that you can make a range combat attack if you're not adjacent to an opposing figure. My question is whether or not it matters that Grundy is friendly to Mole Man.

The "friendly" clause in Mole Man's SP only alters the opposing stipulation of ranged combat attacks. Not the non-adjacent part.

Is your character's range greater then 0?
Is your character not adjacent to an opposing character?
If you answered yes to both these questions, then you can make a Ranged Attack. It does not state that the target has to be Non-adjacent.
These seem to contradict one another ...

As long as you are not adjacent to an opposing character and you have LoF, there is nothing preventing you from making a ranged attack against adjacent terrain.
Why is the rule somehow different for terrain and characters?
The rule not allowing you to attack adjacent things is the same rule applying in both cases, and the modifications to what you are allowed to target in both the friendly and terrain instances do not allow you to attack adjacent things.
