Omen from Teen Titans, can she mind control anyone anywhere on the map or does she need to be within range? Her mind control powers doesn't say anything but range, but her special perplex power specifically states she needs to be within range.

OMEN'S WOMB: Omen can use Mind Control. When she does, she does not need line of fire to her target(s).

THE WORST OF YOU: Omen can use Perplex. When she does, she may only target an opposing character within range, she does not need line of fire to the target, and she may only modify combat values by -2.

Typically, special powers follow all normal rules except for any specific effect they mention they don't.

In the case of OMEN'S WOMB, you follow all normal rules for a Mind Control attack except for needing Line of Fire. This means the target must still be within range.

For THE WORST OF YOU, she follows all normal rules when using Perplex except she can only target opposing characters (instead of also friendlies), does not need Line of Fire (but the target must be within range), and may only modify combat values by -2 (instead of + or - 1).

Not needing line of fire only creates an exception to needing line of fire. She still needs range. Exceptions only go so far as they explicitly state.
