2. When pulse wave damage becomes 1 and locked, that is a replacement not a modifier. So yes, it will be 1.

1. Yes, you can perplex up the damage. The only time a damage is locked with pulsewave is if it is multitarget or specifically says so in the power. Validus' special comes to mind right now.

2. Outsiders TA will not affect Pulsewave because the damage is being replaced where Outsiders states cannot be modified. That is also why pulsewave being reduced to 1 can break the rule of 3. For example, a character with 5 damage pulse wave would deal 5 damage to a single target or 1 damage to multiple targets, reducing it by 4 damage.

Out Siders will not work for multi-targets, because to DV is being replaced not reduced.
